F\u00f6rslagen inneb\u00e4r att \u00e4ven personer som f\u00f6r privat bruk anskaffar eller anv\u00e4nder avkodningsutrustning i syfte att f\u00e5 tillg\u00e5ng till en tj\u00e4nst, t.ex. betal-tv, utan att betala f\u00f6r den kan d\u00f6mas f\u00f6r detta. Den f\u00f6reslagna regleringen avser att vara teknikneutral och t\u00e4cka in olika tekniska metoder att otillb\u00f6rligt skaffa sig tillg\u00e5ng till en tj\u00e4nst. Straffet f\u00f6resl\u00e5s vara b\u00f6ter.
